The contract scope is to provide management, technical, and administrative support services to the Department of Energy (DOE) Office of Fossil Energy's (FE) Strategic Petroleum Reserve (SPR) Project Management Office (PMO) in a broad variety of areas such as financial management and audit support, budgeting, word processing, security analysis, personnel security support, mail operations, environmental, safety and health, and IT support.

NETL is part of DOE's national laboratory system. The contract scope was to provide administrative services, data management, reception services, records management, library support, copy center operations, training support, communications and outreach support, graphics and multimedia services, website support, educational outreach support, and events management.
